Lamb Oxford MTC, Inc. is a diverse and integrated consultancy that provides program, design, construction, inspection, and operations management services. Correlated with strategic financial capital and schedule strategies, Lamb Oxford integrates core disciplines of complex healthcare facilities. Our scopes have included the management of design and operational programming; architectural, engineering and design specialties (i.e. Fire Alarm, Fire Suppression, MEP, Security, Low Voltage, etc.). We also provide project and healthcare data analytics services evaluating and forecasting workflow, patient care, utilities, and efficiency metrics.

Leadership

Ray L. Chandler, Associate AIA, CSI, NFPA, ICC

President and CEO

Mr. Chandler has over 35 years of experience within the architectural, engineering, and construction industries. He has worked for owners, architects, engineers and contractors emphasizing operations, finance, design, construction and inspection management, and QA/QC controls. With emphasis on AEC Program, Design and Clinician Operations, Project and Technical Management and Risk Mitigation, Mr. Chandler’s experience includes design and operational analysis, production and building technology management, resource scheduling review, delivery method analysis, supply chain management, MEPS coordination, budgetary scopes (scope definition and contract buyout review), risk/construction mitigation procedures, claims management, facility operations, and AHJ and OSHPD compliance issues.

Mr. Chandler’s skill set also includes implementation of effective communication channels to improve the documentation and information traffic of complex multi-phased healthcare facilities; budgetary and cash flow checks and balances; and the production of quality contract documents as a technical lead. As the on-site director and construction manager for various healthcare and K-12 projects, Mr. Chandler has assisted with the development of many contracts and iGMP and fGMP agreements.

Dr. Donald Atwater, Ph.D

Chief Economist and Vice President of Modeling and Simulation

Dr. Atwater has over 32 years of experience building and applying modeling and simulations to address complex risk analysis and work flow efficiency projects for healthcare, aerospace, telephone and communications, financial, education, energy, technology, nutrition and wellness, utility organizations in the private sector and for federal, state and city organizations in the public sector. His list of clients include Kaiser Permanente, AT&T, IBM, Intel, State of California, City of Los Angeles, U.S. Navy, Dominion Power, Texas Utilities, Hughes, Rockwell International, Nestlé USA, Bank of America, Port of Los Angeles, and UCLA.

Donald M. Atwater has designed, developed, and applied over a dozen software programs and models that created knowledge and value. He is dedicated to advising private and public organizations and assisting them reach their goals and objectives by improving the value of people.
Levan Efremidze, Ph.D

Vice President of Finance and Strategic Capital Development

Dr. Efremidze has over 25 years of experience in financial management and analysis, forecasting, investment analysis and management, designing analytical methods and models for finance and economics, market analysis, international operations and distribution network design. He has direct business experience in the above fields as well as consulting in construction, retail chain, entertainment, consumer goods, financial services and non-profit sectors.

Dominic G. Vecchione, AIA

Vice President of Design and Construction

Mr. Vecchione is a registered Architect with over 40 years of experience with large commercial, industrial, and healthcare projects.

Mr. Vecchione specialties in Exterior Wall and Facade systems, Waterproofing, Healthcare, Code Compliance, design and construction quality controls, jobsite management, and technical coordination issues.  Mr. Vecchione’s experience also includes Programming, Design, and the development of Contract Documents and Drawings.

Mr. Vecchione also leverages the use of technology platforms such as BIM and project analytics, and construction tools such as integrated and cost/resource loaded scheduling to provide management oversight of the progress of design and construction.
